In the first half of 2005, the Association of Misdemeanor Judges of the Republic of Serbia implemented a project, in collaboration with the American Bar Association, Central and East European Law Initiative (ABA CEELI), entitled DOMESTIC VIOLENCE in Misdemeanor Proceedings, a 2003 Survey. The objective of the project was to obtain data about the incidence of domestic violence at the level of the entire Republic of Serbia, including data about its structure and basic characteristics. This was the primary objective of the project considering that even misdemeanor judges do not have a clear picture about the scope of violence, and are only familiar with the gravity of violence, and also considering that the public is mainly unaware that acts involving an element of domestic violence can be brought before misdemeanor bodies, and particularly considering the lack of information about the incidence of such situations. (A comparatively small number of people are familiar with the fact that the above misdemeanors have been classified as punishable offences ranging in terms of their severity to criminal offences, and that sometimes they overlap, with the only distinction between them being less severe consequences or a lower degree of social threat...
